I have iOS 12.5.4 on my iPad mini but it tells me the device lacks features required to install Apple Wallet. What features and how do I get it installed?

The Wallet app does not run on any iPad. It only exists on iPhone, iPod Touch and Apple Watch.
If you tell us what you’re trying to do instead of how you’re trying to do it, perhaps there’s a way.
If you do that, also tell us your iPad model, generation and iPadOS version number.
I am trying to use Apple credit card and instructions say to add to Wallet and they will mail a titanium card. The Apple card gives instructions on adding to Wallet on the iPad but there is no Wallet there. No ApplePay either.
The Wallet App is exclusive to the iPhone. iPhone has NFC (Near Field Communication) hardware upon which the Wallet App relies to communicate with PoS (Point of Sale) Terminals.
iPad does, however, support ApplePay using saved Credit/Debit Card credentials - and these are configured in iPad Settings:
Settings > Wallet & ApplePay
For iPad, functionality is limited to online ApplePay payments - as iPad does not have the NFC hardware or capabilities present in iPhone.
Thanks! But I don't see Wallet or ApplePay under my settings. I am just trying to get an Apple CC activated. Keep in mind mine is an older mini running iOS 12.5.4 . The instructions say it must have iOS 12.4 or later.
Well, FYI and for future reference
I have an iPod Touch 6th gen with iOS 12.5.4 and that DOES support the Wallet app, as I use it on this device, but cannot find any thing in the Settings app that mentions anything about ApplePay.

Read these instructions very carefully.
No iPads have the wallet app, calculator app or weather app ( ONLY a weather widget ).

Interesting that they actually provide instructions for the iPad but when you get on it, there is no Wallet included under the programs.
Indeed - an older device with iOS 12.x or earlier fundamentally does not support ApplePay. iOS 12.5.4 for iPad does not provide this support.
The iPad Mini second generation lacks both Touch ID and Face ID and therefore cannot support Apple Pay.
