iPhone SE 2020 not activating

Hello dear Sir/Madam,

My brother who lives in New York has bought me two iPhone SE 2020 mobiles that I got used one of it but unfortunately, the other isn’t starting and it really made me disappointed and I tried too many times and took to the mobile engineers to fix or to activate it but still it sends me the same message. I am gonna send you its image so, could you kindly fix it up please?
