What do I do if I purchased an Apple Watch second hand and the previous owners aren’t allowing for the activation lock to be removed?
I’ve tried reaching out to them and received no response. I’d love to be able to use my purchased device but I’m currently unable to.

The watch is useless, there is nothing you can do.
The person that you bought this watch from needs to follow all the steps in this link;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.
