Unable to print single sided on any printer

After the two most recent updates, the only Mac in our office will not print single sided. Not to any of his printers, even at home. The option to print single sided is not available and we cannot change it. I can see the setting, but the ability to change it isn't available. This affects every program.

I went into the CUPS menu and changed it and it worked for ONE WEEK. And then it changed everything back. It looks like some update overwrote what we had manually put in there. Also, it says he has the version 2.3.4 of CUPS and according to their website, they don't even have that version yet.

He is running BigSur 11.5.2
