My child was setup with an iCloud account. She does not have access to the iCloud email to reset the email. How do I reset her account to access the iPad. I’m her mother and can verify her questions but it keeps emailing her iCloud email we don’t have access to. Help please!

If you need assistance with accessing her account, then contact Apple Support. Consider having your daughter aside you as you speak on the phone. Doing so, she can share her part on what has occurred.
