How can I get safe to stop opening automatically?

Thank you. What happens is Safari just opens automatically all by itself, even after I quit it. I discovered that the problem does go away if I shut the MacBook down. I have followed your suggestion although I'm not sure what unwanted effect it will have. Ideas welcome! Oh dear, I just saw what I wrote originally. Wrong! Safari not safe.
The option I suggested to deactivate is used to prevent Safari from opening automatically files that are downloaded.
I see now that your problem is different: Safari starts by itself for no apparent reason. What does Safari do after launching? Does it open a link/website?
If you mean to stop automatic opening of downloaded files, then uncheck Open "safe" files after downloading in Safari's Preferences -> General
