Can not create/set up an account after erasing and reinstalling Big Sur 11.5.2

I am able to erase the disk and reinstall 11.5.2 which leads to the standard set up steps, i.e. choose language, etc. But when it comes time to create the account a message displays saying something like, "Attempt to create account failed."


I have tried the resetpassword via Terminal fix to no avail.


Help.

You do not say what lead to fact you had to reinstall 11.5.2....?


If you are having an issue simply restoring prior to the issue seems straight forward:
