Have you actually performed a Factory Restore (that reinstalls a fresh copy of the Operating System), or simply reset the iPad from Settings? These actions are entirely different in what they achieve.
If your iPad is stuck is a boot-loop, you’ll need to resolve this specific issue - which may entail “restoring” the most recent version of iPadOS to the iPad.

Wondering which iOS version you have installed, and what you are doing on your iPad, when it restarts.
ie: are you attempting to use a certain app at the time ? or ?

If so, you might want to back up all your files, before deleting any you no longer need.

I cannot complete the restore on the ipad from a computer because it restarts during the process. It is happening every 2-3 minutes.
I have done the restore on the computer. I set it up as a new ipad all together. It have deleted all apps that could be faulty. It is still restarting. Struggling to find something that works!
