Can my child message or FaceTime me from an iPad I’m signed in on through the family sharing? I set up her a child’s iCloud email.

If she was to FaceTime or iMessage with you using your Apple ID, you would be talking to yourself. Your child should have their own Apple ID and should be signed into that Apple ID in order for FaceTime and iMessage to work correctly.
You should set up Family Sharing and give the child their own Apple ID.
