how can i block my stolen phone
or can apple do it for me with a serial number

If you enabled Find My app on it, these are the instructions:--> If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

Sorry, neither we, just users like you, nor Apple can get involved in a stolen device.
