Is there any way to change text outline color on markup?

I’m just not seeing this feature, so it’s difficult to add text over a photo that has both dark and bright shades. Parts of the text just get lost. I shouldn’t have to download a third-party app just for this.

Currently, it's only possible to change the outline color for a shape and not text when using Markup:
