wrong location when signing in to apple tv
When signing in to apple tv through my iphone hotspot (to my laptop), the "location to allow" is wrong. Does this matter?

Not really. The location is just approximate based on the public IP address. Which in your case would be a location for a internet hub from the cellular service provider of the iPhone, not your own physical location.
Since you know its you trying to sign in, there’s no problem with allowing it.
