Unfortunately, once you have a non-Apple repair done, Apple will no longer provide support for the device. You will need to either get that repair facility to repair again, or try to find a 3rd party repair you can trust to try and fix the problem. Last resort, replace the device.

If Apple did not make the screen change, then that would explain it. Only Apple can make a change of the screen and TrueDepth camera system on the iPhone. Take it back to where you had the screen changed and explain your problem to them.
If the technician was able to fix it before, take it back and have him fix it again. Does he not warranty his work? Doesn't sound like he fixed it.
Not completely true. I changed screen previously at the same place an it worked fine. Service guy also put previous screen back that Face ID worked with but that didn’t work either.
The only problem is that he is 6000 miles away, in Europe. So that is not a feasible option right now.
