You can’t.

iOS 12.5.4 is a far as the older iPhone 6 hardware will allow.

Note that an iPhone 6 and a 6s are DIFFERENT models.

You would need an iPhone 6s, or higher. And as Chattanoogan said, there is a difference between the 6, and the 6s.
