Does Apple Watch monitor your stress level and can notify you in case of high stress? I also see the Breathe app notifications. Does it mean that I am stressed and need some time to calm down?

They have a paid premium version but the Apple Watch app and some basic features on the iPhone are free. That is enough to try and check how it works for you.
