How can I reset my phone? My iPhone is saying my storage is full but has a few apps only.

the other storage on my iPhone is not clearing up I have tried many ways to decrease the amount of storage in my iPhone and has reached the point where it kicks me out of my apps when I use them. Storage I bought more storage on my iPhone but it continues to tell me I am still out of room. I turned my phone off and on to see if it would reset but it hasn’t. How can I fix this?
