I sent an invitation to family sharing to a family member. They joined and forwarded the invitation to another family member, who also joined. Shouldn’t I as organizer need to specifically invite someone?
Like you I'm somewhat surprised that anyone with the link gets as far joining the family group without a further approval if the Apple ID isn't the same as the email address that you sent the invitation to.

Use Feedback - iTunes - Apple to let Apple know you think they could do better.

Thanks for the reply. In this case I don’t want to remove the person, I was just surprised that it worked and wondered if I missed a setting. Seems like a security issue. I will give feedback to Apple.
