Non persistent cookies

The PA DOT website is telling me that my new Mac (OS Big Sur 11.4 with Safari 14.1.1) computer is blocking non persistent cookies. However, my cookie blocker is turned off. The instructions I've found on line don't match the drop downs in Safari privacy or security. How do I allow non persistent cookies?

See if booting into Safe Mode and running Safari from there works better.


Try removing the cookie blocker entirely, and restart Safari, and try again.


If there’s are add-on VPN apps, or add-on anti-malware apps or add-on cleaning apps around, remove all that and try again.


Safari does allow cookies, but won’t allow cookies to persist past 7 days since last access.
