Apple Pay unknown transaction

I want to know how I can get a refund or who I need to talk to. Someone had sent $500 through my Apple Pay to an unknown phone number. I have never spoke to this person before, and when I called them to get my money back they said they never received anything, even though I have a message that says they were sent $500 using my Apple Pay
