Can it be commercially used?

If a piece of music is composed entirely of highly edited garageband loops transcribed mixed with tempo shifts etc. can it be used commercially?

Yes, you are free to use the loops as loops inside your own commercial songs*.

What you *can't* do is repackage them and sell them as loops.

*This does not mean that some brain-dead content provider won't still issue a DMCA takedown notice, if they happen to use the same loop in one of *their* songs.
