Replace apple id with paypal using safari

I would like to be able to replace apple id w PayPal, is it possible to do so using iPhone X?

note: when using safari the PayPal is not showing up as a payment option in few links ( not all but few ie aclu, plant parenthoods).

these are not showing when using iPhone but not pc safari!!!
