If you have access to your Apple ID account, you can edit your Apple ID payment method, follow the steps found in the Apple Support article Change, add, or remove Apple ID payment methods.
If you’re trying to access your Apple ID with account recovery, you might be asked to provide credit-card details to confirm your identity. If you no longer have access to this information, then you will have to skip this step. For more about account recovery information check out the Apple Support article How to use account recovery when you can’t reset your Apple ID password.
