Why basic softwares used on MS Windows are not available for MacBook?
I need to download a software named POM/QM on my MacBook Pro.

As far as I can tell this software only runs under Windows. If you have an M1 MacBook Pro you won't be able to take advantage of Boot Camp or Parallels to run Windows software.
