If you didn't receive your verification or reset email click here --> https://support.apple.com/HT201455
If you are being sent a verification code to a phone number to which you no longer have access, click on the next link to see the various ways of getting a verification code:
Get a verification code and sign in with two-factor authentication --> https://support.apple.com/HT204974
If you still need help:
Contact Apple for help with Apple ID account security "This article provides country-specific Apple Support contact information for customers seeking help with their Apple ID password or other security-related issues." --> https://support.apple.com/HT204169
Also read about "What to do after [or before] you change your Apple ID email address or password" --> https://support.apple.com/HT204071
I can't sign in to do/change anything as I'm been asked my security question when signing in on browser.

And I don't have the option to get text/call or any apple device with me currently.
Time to discuss this with Apple, then: Contact Apple for help with Apple ID account security - Apple Support
I read a few times on those guide/help but I still can't get any verification code because I don't have any apple device with me.
How do I request account recovery?
The website did not provide any link or clue on how to start the request.

If you have enabled two-factor authentication for more than two weeks, then you have no security questions.
Two-factor authentication entirely replaces (and deletes, after two weeks) the answers to your security questions.
I have never needed to use it. I would imagine it appears as an option when you cannot complete teh standard information.
Because Apple requires me to enter my existing security question answer if I login using non apple devices.
So now even if I have my apple ID and password I can't login.
Unfortunately I have not set up two factor authentication yet

Well, now is your chance to enable two-factor, as it replaces your security questions.
I guess certain parties didn't notice that's what I recommended 6 hours earlier if help was still needed. *sigh*
