That would depend on the vendor of the application. The vendor has to actually compile the app for 64-bits and release a new version.
Many vendors have done this, but some have abandoned their product.
You could look at something like Go64 from St Clair Software which will identify your 32-bit apps and give you the URL for the vendor's website.
Or MacUpdater https://www.corecode.io/macupdater/
which keeps track of new software versions.
Your Mac CPU has been 64-bit for over ten years, and it is the specific third-party software vendor that determines if they will provide a 64-bit version of their software, or stop at 32-bit software.
