Can’t transfer data from old phone to new phone and old phone is broken

I shattered my old phone. Trying to set up a new phone, but the verification code is being sent to my old phone. I can hear alerts but the screen won’t display. How can I log into my Apple account without the code?

Do you have a recent backup of the old phone? If yes, you can set up your new iPhone from that backup. If no there is no way to get the old data.

I have got pic on my pc but I can not get them to go to phone either My I Cloud said it is full also with pics what can I do ? then I can delete some of the pics and make more room
