Apple watch 6 GPS only Model- How GPS works? With or without iPhone

I am writing from Tashkent Uzbekistan. Apple watch authorized retailer here told me that in case of I am from Tashkent Uzbekistan. Apple watch retailer here told me that for Apple watch 6 GPS only model. GPS works only when watch is connected to phone. Any one have Idea what is an exact issue? Also, this is common issue for all countries or only here, GPS works only when watch is connected to iPhone.
