A credit card issued in a foreign country

I am in Taiwan and tried to input my credit card, which is issued in a foreign country. The credit card cannot be accepted. What can I do for it?

"Make sure that the billing address for your payment method matches the billing address for your Apple ID. In some cases, you might need to call your bank or financial institution to authorize international or online purchases. You might also need to confirm that the mobile number associated with your payment method is correct."

Unless the card is billed to you in Taiwan and your store country setting is Taiwan, you cannot use that card.
