I have the Apple Pencil 2, The pencil is connected to my iPad, I connected the Pencil via bluebooth on my iPad, and the Apple Pencil says the battery is at 100% but the Pencil is not working.

You need to search online for your nearest, “local” Apple store location and call contact phone numbers and call to make an appointment to have both your Apple iPad and Pencil diagnosed and options presented you.
Failing that,
You need to contact Apple support via the contact support link located at the upper right hand corner of every Webpage of these Apple support communities.

How frustrating is this issue?! I have finally been able to get iPad to replicate an issue described in another forum... iPad thinks that Pencil 2 is 100% charged when, in fact, it is totally DEAD. I'm not sure if this issue had anything to do with my participation in Public Beta but what I do know is that Pencil 2 stopped working after installing 15.1. I figured out how to roll back to 15 public stable but I fear that some firmware in the Pencil 2 is unable to communicate properly with iPad. I was finally able to capture this after putting Pencil 2 on a wireless charging pad VERY CLOSE to iPad (11" Pro 2021). See image attached.
I have a similar issue. 1.5 year old Apple Pencil 2 and iPad Pro bought at the same time. Use the pencil all the time. I tend to snap the pencil to the iPad whenever I pause writing, so the battery pretty much never gets below 90% according to the indicator (which may be a mistake).
This Wednesday morning, it suddenly wouldn’t connect. When I put the Pencil to the iPad, it pops up with an “Apple Pencil” notification but no battery indication, Bluetooth preferences says the pencil is not connected, and no response when I do anything with the Pencil.
Unpairing and repairing the pencil; rebooting the iPad; or unpairing, leaving the iPad off overnight, and repairing sometimes makes it work. When it does, the Pencil says 99% or 100% battery charge. It will then work for a few seconds to an hour or two before returning to the same non-functioning state.
I’ve tried cleaning the contacts on the pencil and the iPad, but they were both pretty clean to begin with and I don’t see how that would matter for magnetic induction charging (unless it were *really* bad). I also tried a new nib; no change. (Again, I can’t imagine how that would have explained this issue anyway.)
I spoke to my work IT support, who doesn’t officially support iPads. They said it’s probably a battery that no longer functions (too many charge cycles) and I need to replace the pencil. Nearest Apple Store is a 5 hour drive a way, so not an option.
I also tried borrowing someone’s pencil; that worked fine with the iPad.
Any suggestions shy of buying a new pencil? Is it possible to get diagnostic information about the battery somehow? It’s 1.5 years old, so out of warranty. If this can be done without buying a new one, that’s great, but if I’ll have to buy a new one eventually, I’d rather just do it so I have the stylus now.
It’s a false 100%. iPad believes Pencil is charged so it does not charge. Pencil battery at 0% for more than 6-12 hours and device is shot.
Go to Settings>Pencil. Dock and undock Pencil, different speeds. I got mine to show 0% for about a half sec then it jumps to 100.
By the time I figured out and MacGuyver’d a way to charge it, the teeny tiny battery inside was toast. My alternate charging method worked but the battery was already gone.
Hi! I had a similar problem quite recently (pencil seemed to be connected and charging but it did not work). For me it turned out that the tip of the pencil was slightly 'unscrewed'. Make sure that it's fully screwed on! This solved it for me.
If this doesn't work for you, it could be a battery issue of your pencil.
I did wind up buying a new Pencil. Seems that after 1.5 years of frequent use (I teach using it roughly six hours per week, plus that much again writing out my lecture prep notes, plus a good bit more; since I at least briefly put it down by attaching to the magnet frequently, it never gets anything like a full charge cycle), the battery couldn’t hold a charge anymore.
Prior to this issue, when was the last time your Pencil was charged up and used with your iPad?
Did the Pencil ever lay completely dormant for an extended period of time without any charging?
The pencil will not work it show to be paired and charged but will not work. It is apple 2 pencil on my iPad air
Since someone else's Pencil worked and yours didn't, means something is dead or defective in your Pencil.
You'll need to purchase another new Pencil.

I have gone through all the trouble shooting with Apple Tech. It appears that something is intermittent in the pencil. They are replacing it.

They went ahead and replaced it with an new one and it's working great. Must have been something mechanical.
Despite Bluetooth being switched and Pencil showing as being connected, it does not work. I have tapped the device twice as shown to no effect. The pencil is showing 100% charge. Any ideas?
See my post at the end of this thread. iPad THINKS Pencil is charged so it does not charge it. Remove it, you get 2 seconds if you’re lucky. The battery goes for even a few hours at 0%, toast.
Thanks for all the tips, problem now resolved. Loose tip and charging problem were the culprits.
