where is the download??

Hi all

I just downloaded a VU meter plugin. How on earth can i find it and even better, use it in garage band?

AU Peak Limiter I was looking at a mastering tutorial on Itunes. The guys mentioned using the AU peak limiterbut I can't find it on my version which is 10.3.1. I can't find where to access it or maybe itis not on this version. Can anyone help please? Mal
