I run a dual monitor setup on my M1 Mac Mini with a Dell 27" 4k monitor into the USB-C and a 1080 into HDMI.
When I use a USB hub with two devices (webcam, printer) plugged in, the 4k monitor lags. This happens even if I'm not using both devices or if they are switched off at the hub. If I plug in either device by itself there is no problem.

Try switching the display to the port that the Hub is plugged into and the Hub to where the display was.
Also is the Hub bus powered or self-power?
If it is bus powered, then you may need to replace it with a self-powered Hub.

I purchased a new hub that plugs into the USB-C port and has both a USB-C and 3 USB-A. This seems to have solved the problem.
Additional info:
Seems like when the USB hub is plugged in without any devices attached, there is still lag. Maybe just bad hub?
Does it happen with the hub physically disconnected? What model Dell?
The Thunderbolt (USB C) ports are fully usable for plain vanilla USB. You’ll need an adapter like this one https://www.apple.com/shop/product/MJ1M2AM/A/usb-c-to-usb-adapter. Cheaper unbranded ones are also available on Amazon/eBay but I’d avoid as they could interfere with WiFi/BT.
I would chuck the hub then (do you really need one?)
I'm out of USB ports. Maybe time for a better hub though.
Only happens when the hub is plugged into the USB port. Does not happen when unplugged or a single device is plugged in.

How are the USB ports currently occupied?
I have my keyboard/mouse receiver in one. The other is free. I'd like to have a hub there, but now I just plug in my printer or webcam as needed.
I have a Kensington TB hub attached and an additional usb 3.2 gen 2 hub attached on my M1 and no issues and I have most ports occupied
