Credit card details not accepted while using 'Verify now' option in iforgot.apple.com

Hi I have many clients who run into this issue when they try to verify their ID's while using iforgot.apple.com to reset their password. Even if they confirm their credit card number verbatim and the card is still active, system will not accept. And the clients are forced to use 'don't have access to the card' option. Why is this? How can we solve this.
