If the problem is that you were locked out because of too many failed password attempts. But if the problem is Activation Lock you may be using the wrong Apple ID. You can contact Apple’s account security team→Contact Apple for help with Apple ID account security - Apple Support
If the wrong password was entered too many times, the account is locked out for a day. If the Apple ID is wrong and the phone is activation locked to a different Apple ID, there is no way to disable Activation Lock
At this point, I advise you to contact Apple directly by clicking on Get Support at upper right corner of any forum page.
All that remains is to turn to Apple for support?
