How do i update my payment information if it declines my debit card and a light green screen flashes when I try to update it?!…

Hello ~ There may be a problem with your card (like expiration date for example) and you may need to add another card .Take a look here:

If your payment method is declined in the App Store or iTunes

Also you can go to upper right hand corner and click on Get Support for more assistance.
