Using Orbi, location services do not work on devices

Since I installed Orbi for my wifi network, all location services have not worked most of the time. I have had a few times when Apple or Google Maps will show my current location, but my MacBook Air has never been able to report the current location.

The data speeds I'm getting are fine (225 Mbps), so this is not related to a flaky connection.

I have tried rebooting the Orbi network and my cable modem multiple times. Any other suggestions? This applies to all location services for any app or device--and permissions are set to allow location reporting. The problem is only with this network.

Update: I connected the MacBook Air directly to the cable modem (a Technicolor from Spectrum), and location services did not work directly through the cable modem. Maps for some reason won't use location services if wifi isn't on--so I tried a website that asks for your location and that didn't work either.

I unplugged the cable modem for 2 full minutes and the router for 5 minutes and have them back, but location services still not working.

Suggestions/troubleshooting ideas welcome.
