For some reason, my photos are all my old photos from my really old phone on my photos app for my new mac book. I want my new photos from my new phone and current account saved to my laptop. How do I fix this?

You can fix that by syncing photos using iCloud using the same Apple ID or by attaching the phone to the computer and then using the Photos application or the Image Capture application to import the photos to the computer.
If you sync the photos using iCloud, all the old photos will sync to the phone unless you delete the old photos from the computer before syncing.

Are you syncing Photos using iCloud?
Try going to iCloud.com using a computer browser to see if the items are there and whether they are from the device or the computer. That should show whether the device or the computer isn't syncing. If the computer, try going to System Preferences/iCloud (Apple ID if you are using Catalina or later) and stop syncing. Wait a couple of minutes, then recheck syncing. If the device, go to Settings/Your Name/iCloud and do the above. As a last resort, you can also try signing out of iCloud and then sign in again.
