first, can I sign in my Apple ID on android device ?
second if yes, then where can I see which android devices using my Apple ID ?

No, you can't sign into an Apple ID on an Android the way you can on an Apple mobile device. Android has limited iCloud access apart from what you can do with iCloud.com through a web browser, or Apple Music. There won't be any device list involving Android phones.
