We understand that you're inquiring about turning iCloud features on and off for specific apps. We'd like to help.
We see that you're coming to us from the Related Article, Locate backups of your iPhone, iPad, and iPod touch.
Take a look at Turn iCloud features on or off. "When you turn off an iCloud feature on a device, information stored only in iCloud for that feature is no longer available on that device. However, it is still available on iCloud.com and on other devices where that feature is turned on." So if you enable that feature again, the information will be available.
However, if you're referring to your iCloud backup, you can manage backup settings and turn backup on of off for specific apps. Take a look at Save iCloud storage by backing up fewer apps. "If iCloud doesn’t back up an app, it doesn’t back up any of the app’s data. If you later restore your iOS or iPadOS device, the app can be reinstalled but its data can’t be restored if it wasn’t backed up." The data for the app will still be available on your device, it just will not be included in the backup or backed up to iCloud.
