How can o fix this without having a laptop

What do you see when you go to Settings/General/Software Update? You should be able to update from 13 to 14 over the air. If it says you are on the latest version with iOS 13 you probably have a beta version of iOS 13 on your phone. You will need to remove the beta profile.

If you are on iOS 13, then you are several versions behind so you will need to get access to a computer in order to update to iOS 14.7.1.

A computer running Windows will work too, you just need to install iTunes on it.

Borrow a friends computer who does have iTunes or visit your Apple Store for help.
