Mirror playlist between Apple devices, music not downloaded from Apple Music

So, my wife has her own business and as part of this she has to create playlists for a number of her staff.

This music is not on Apple Music as it’s tracks downloaded from the HQ website on to the device.

What we want to do is be able to create playlists and have several devices (I guess using the same Apple ID) able to access and play these playlists.

Basically mirroring the playlist across all devices.

Is this possible?
