Apple Store account is disabled, why?

hi, i have a question about my apple store. every time i try to download something or update an app, it says my account is disabled. why? or how can i fix that?

My post covers multiple scenarios which can produce a disabled account message, including one specifically associated with the App and iTunes Stores. I just wanted to cover either eventuality and solutions to both are just a single mouse click away.
