I am recently retired as headteacher. I erased my work iPad before leaving. My technician has informed me that he cannot erase the iPad without my ICloud password, which I do not wish to give to him. Can he set up the iPad for use without using my iCloud password. If so how?

No, you need to log out of the device as it is still connected to your account. So, you'll need to enter it yourself, or provide the password to him. You can then reset your password. Ideally, the device would be set up through the school and not use personal log-in information.
