Missing scan toolbar in Notes

Hello, I’m missing the toolbar with the camera icon in my Notes app. (iPhone 12 Max) So im unable to scan documents. I’ve gone to settings/general/keyboard and all the shortcuts are enabled. How do I get this toolbar to show back up?
