Iphone restore photos problem

I successfully backed up my photos from old iphone and restored it on the iphone. Now all photos did not load for a day now in the iphone but it says there that there are 8k photos loading. It has been more than 24 hours but no old photos are loading. Is this normal?

Do you have cellular data enabled for iCloud? If not the photos will only load when connected to Wi-Fi and the phone is unlocked.
