Purchasing problem

I have $10.32 in my apple account and my MasterCard has no balance. When buying Procreate from AppStore which costs $9.99, AppStore always tried to charge from my MasterCard, not from my apple account. So, I removed my MasterCard and still, I can’t purchase for it. It said I have insufficient balance in my account and asked to add payment method despite I have $10.32 in my account! I have tried every options from youtube, websites; I also tried restarting my iPad and resetting my apple account but still it’s not effective. Maybe there is some unseen tax in AppStore so procreate costs beyond my balance or something?

iPad Pro, 14

If you are in the USA there is sales tax which is not included in the price displayed. I know where I live that if an item had a $9.99 price I would have to pay more than your $10.32 balance.

Because you removed your credit card you may now be encountering a different problem too. Apple says: "Some purchases might require that you have a credit card on file, even if you use your Apple ID balance to make the purchase." - from: What you can buy with your Apple ID balance --> https://support.apple.com/HT211187

For a variety of reasons Apple will almost always require a functional payment method such as a credit or debit card be present when downloading anything from the iTunes or App Stores that isn't totally free, even if the item will be paid for with Apple Account balance. The only solution to satisfy this requirement is to add a valid payment method.
