We can see you'd like to sync your alarms to both your iPad and iPhone. There wouldn't be a way to do this with the these devices, and if you want to leave feedback, use the link: Product Feedback - Apple

As a possible workaround, you could use Reminders to get alerts instead of an alarm: Use Reminders on your iPhone, iPad, or iPod touch. Since Reminders is a feature using iCloud, it would sync across the iPad and iPhone if they are both using the same Apple ID. It might not be exactly how you'd like this to work but it might help.
