If your phone says it is update to date at iOS 12.5.4, you don't have an iPhone 6s, you have an iPhone 6. iPhone 6 is too old, too underpowered and completely incapable of being updated past iOS 12.5.4. If that is your reality, then its time to buy a newer, more modern iPhone at this point.
