If you are asking how to start an iCloud Backup using cellular data, that is not possible. Without Wi-Fi access you would need to use a Mac or PC and a wired connection to backup the iPhone. Backups over the cellular network could easily lead to fees and/or throttling by your phone carrier depending on size.

Hello again. You may have already noticed but, in case not, iOS15 (or maybe iCloud+) now allows turning on iCloud Backups using cellular data when Wi-Fi is not available.

The setting is located in the Settings App > Cellular, and is at the bottom of the list of apps.

I cannot find an Apple Support article for the iCloud over cellular settings but this link is about general cellular data settings. I also attached a screenshot of them from my device. https://support.apple.com/en-us/HT201299

It is entirely possible this setting could be restricted to certain countries or cellular network providers. So, if you do not see it you would likely need to contact your cellular network provider to give feedback requesting that be made available.

There is no way to back up cellular data. If that is not what you meant you will need to explain in more detail. If you can’t do that in English post in a language you are most comfortable with.
