2018 MacBook Air upgrade from Mojave to Big Sur last desktop

What is the deal with Big Sur? My laptop is now stuck in reboot. will not reboot unless in safe mode and I have lost my desktop folders and documents. It will not allow a backup. I have had to buy a new laptop because I need it for work and I now have a laptop that Apple OS has rendered worthless unless someone has a fix. Thank you in advance
