You cannot buy more storage for your phone. It will always have the amount of storage it came with. You have bought space in Apple's synching service, iCloud. Check this link...

The only way to increase space is to delete photos, messages, apps, etc.. Be sure to save important photos and data to your computer or an external drive. See the link in blue above your name on this page.

Hello sah-sah,
From what you say I understand that you purchased iCloud storage, meaning you upgraded your storage plan. Usually it becomes available straight away and, from what we can see on system status, there doesn't seem to be an issue with the iCloud servers, at least at the moment.
When did you make the purchase? Are you sure the payment went through?
You can check your storage plan on other sources too, for example on icloud.com (check here and here for a full rundown). If your storage isn't updated there either then probably the transaction was not successful.
If on the other hand you can see the storage plan updated there, then it's probably the device to blame.
Are you running on the latest version of iOS (14.8)? Restarting the iPhone is another good idea, if you haven't already.
If these steps don't work there may be others to follow, but I don't want to make this post huge :)
Kind regards,
